Made this a while back for the Elder Scrolls campaign I've been running, taking place in 4E 225. It's more lore accurate than the one in Oblivion, with the exception of a few personal touches. I would love to run a full campaign within the city someday, but my current one is a little more broad in scope. Hope someone finds this useful!
